Role of UNHCR to Protect Refugee Children: Case Study of Israel Refugee Children

the following case study is discussing the role of UNHCR to protect refugee
children in different contexts based on one of periphery regions which is Asian
region.
Israel Refugee Children
In the
Asian region, Israel provides a substantial shelter for refugees, the majority
of whom are from Russia, Ukraine, Sudan, Eritrea, and Georgia. Among them,
about 8,500 refugee children have reported in 2020. Furthermore, the war
between Israel and Palestine and the ongoing battle between Israel and Gaza in
2023 are the primary causes of refugee crises and territory disputes.
However,
UNHCR is always coming to forward to protect refugee children who are under 18
years accordance with the international law and human rights. Accordingly, the
following discussion includes the role of UNHCR to protect refugee children
under the specific context as follows,
Education
UNHCR
and Israeli government are working together to improve the educational
opportunities for refugee children. As a result, education is compulsory
and free for refugee children aged 3-17 years. This education is given as
segregation parts which are education of school and kindergartens.
Additionally, the UNHCR works with non-governmental organizations to support
specific educational resources such as home learning programs, extracurricular
activities, psychosocial support, and educational materials. These efforts are
key indicators of the organization's ongoing efforts to provide refugee
children with a high-quality education and succeed future lives. Furthermore,
the CBI program of UNHCR aimed to improve the financial capacity of unmarried
mothers by supporting their children's education. During the COVID-19 pandemic,
UNHCR facilitated online platforms to carry on the refugee children’s education
properly. Yet, UNHCR has not
provided any platform for early childhood education for children who are under
3 years that is one of criticism to unable to ensure children’s education right
on the early childhood.
Although
the COVID-19 pandemic crisis was the largest challenge, UNHCR focused to raise
the awareness, give financial assistances and protection services to refugee
children’s parents because they have more capability to protect their children.
Additionally, against the corona virus, UNHCR provided some immunization
facilities for refugee children with help from WHO. Yet, about 50% of refugee children could not
meet their necessary coronavirus treatments. In order to eradicate infant
mortality, the full vaccination procedure, including injected BCG, polio, and
Hib vaccinations, is being administered to newborns and infants under UNHCR's
sexual and reproductive health services. UNICEF plays an essential role in
ensuring the refugee children’s mental health. For example, psychological
assistance for children during the Israel-Gaza conflict in 2023.
Security
UNHCR
has already prepared the policy framework to ensure refugee children’s
security. Hence, individual children’s wellbeing is a primary consideration to
ensure their security which is allocated for children who separated from their
parents and parents are dead. According to non- discrimination article, refugee
children cannot be discriminated including sexual abuse especially for refugee
girls. Moreover, UNHCR illustrates the Convention on the Rights of the Child by
providing care and rehabilitation for refugee children. For example, when
Hamas launched an unexpected attack, UNHCR moved refugee children to safe
places immediately in order to protect them.
Social Development
UNHCR
completes its duty by refugee children’s social development. Therefore, the
UNHCR's sports programs, language training courses, and leisure activities are
the foundations that enable individuals to become better at socializing
and develop stronger personalities. In parallel with their education, this
development is ongoing. For example, workshops and leadership training programs
have been organized to provide appropriate knowledge on how to deal with
communities in Israel.
According
to the above senses, UNHCR is in the frontline to protect refugee children and
fulfill its responsibilities with collaborated with other partners such as WHO,
UNICEF and so on.
